HKUST GenAI Platform Enhancements

The HKUST GenAI Platform (formerly HKUST ChatGPT Platform) is enhanced with the following updates:

Supports new and upgraded models from Microsoft Azure OpenAI and Google Vertex AI services including:
- Text: GPT-4o, GPT-4 Turbo, GPT-3.5 Turbo (version 0125) (16k), Gemini-1.5 Pro, Gemini-1.5 Flash and Gemini-1.0 Pro.
- Vision: GPT-4o and GPT-4 Turbo
API supports new and upgrade models with multi-modal capabilities (except GPT-3.5 Turbo) and function calling
